This is from the closing of the art show collaboration between Africa and China.... African Artist Mr. Ba Djibril Ngawa worked with a Chinese scholar to draw paintings around Chinese calligraphy.  Djibril, who is from Mauritania in Northern Africa, perhaps wanted to express his joy that China has been making increasing investments in infrastructure in many parts of the African continent, also known as the One Belt One Road project.

Djibril's bright colors have created a sort of orange and black musical instrument... and perhaps the figure behind it is playing it, around a Chinese letter of calligraphy.  In this very abstract work, you can make your own stories up.  Show just closed at the Dwyer Art center in Harlem, NY, entrance on West 123rd Street, around the corner from St Nicholas and Frederick Douglas Boulevard.

This is not an investment fundraising prospectus. 

But let me be honest with you, I do smell money. A lot of money. I am talking about US President Donald Trump’s upcoming plan to spend 1.5 trillion US dollars on infrastructure, announced in the State of the Union address two weeks ago. With the success of the latest tax cut legislation behind him, Trump is now serious about making America great again, or “gleaming” again to be more precise.

“We will build gleaming new roads, bridges, highways, railways and waterways all across our land. And we will do it with American heart, American hands and American grit,” he proudly proclaimed in the State of the Union address. 

Thank goodness he did not say with American money!

We all know America is broke. Terribly broke. 

Its total debt level stands at 70 trillion US dollars, averaging 0.83 million US dollars per family. Today’s Republican leadership has entirely trashed the fiscal accountability banner, while the Democrats continue to be perennial spenders. According to the Committee for a Responsible Federal Budget (CRFB), which is a nonpartisan, non-profit organization committed to educating the public on issues of fiscal policy, the latest budget agreement hatched between the two parties would add 11 trillion US dollars of new debt over the next 10 years. No one on Capitol Hill cares anymore that this debt is going to mount up for future generations.

Nevertheless, Trump is absolutely right that America’s crippled bridges, potholed highways, and crooked railways cannot wait any longer. America needs to be great again. The only question is, where is the money coming from?

Well, being a shrewd real estate mogul, Trump certainly has a few financing tricks in his tool box. The details of the administration’s infrastructure plan can be found in a six-page leaked document recently published by Axios. I have a PDF copy on my desk, and I cannot help marveling at Trump’s genius after going through all its details. 

According to the plan, he is only going to spend 200 billion US dollars of federal grant money to leverage off the rest of the 1.5 trillion US dollars for investments by states, localities and private firms with public sector sponsors. Grant awards would be capped at 20 percent of a project’s total cost.

Now it is still not clear where that 200 billion US dollars is going to come from. Trump said he is going to squeeze money from budget cuts in other areas.

What is more brilliant about the plan is that funding priority is basically based on the ability of the local government to bring money to the table. Take as an example the Infrastructure Incentives Initiative, which is the largest program in the plan, accounting for 50 percent of total appropriations. Let’s look at its criteria of how grants are awarded. 

Fifty percent of the weighted criteria would be based on evidence of how an applicant can provide “new, non-federal revenue to create sustainable, long-term funding.” Another 20 percent would be based on the extent an applicant will be able to secure and commit non-federal revenue for operations, maintenance and rehabilitation. The rest of the weights – accounting for new technology, efficiency in project delivery and operations, and spurring economic and social returns on investment – only add up to 30 percent. 

In other words, in Trump’s world, not surprisingly, money counts. 

Well, if that is the case, I have a great idea. Bank of China and other major banks from China are now flush with dollar cash and other dollar-denominated liquid assets, totaling over $3 trillion US dollars, mostly in the form of holdings in US treasury bills and bonds. This money can be readily used for Chinese investors to participate in America’s infrastructure boom. By that I mean Chinese investors can participate in those infrastructure projects as active equity investors, and maybe contractors or suppliers at the same time.

Call it the Belt and Road. Call it America-belt-America-road. I don’t care, as long as China’s current account trade surplus can be somehow transformed into a capital account stock, in the form of money invested in America as permanent equity shareholders, and more importantly permanent stakeholders of a stable and prosperous Sino-US economic relationship. This could be a win-win mode for both countries.

Hack Wack and Riot dont buyit vs Trump

The Russiagate effort to depose President Trump is close to dead. Two leaders of the Veteran Intelligence Professionals for Sanity (VIPS), Ray McGovern and William Binney, spoke at a LaRouchePAC forum in Manhattan, Saturday,reviewing their forensic proof that there was no hack of the DNC computers, and that corrupt Obama intelligence officials had fabricated evidence to point at Russia, to stop Trump's effort to bring the US and Russia and China together for peace.

But the coup-plotters have not given up — they have moved on to race-bait the President, using provocateurs, on both sides, and using the media, to stir up racial hatred, also on both sides, creating the potential for civil war and an environment conducive to a "lone assassin" hit on the President.

The fact that President Trump was absolutely right in his declaration that there were violent provocateurs on both sides of the Charlottesville disaster, is becoming more and more clear by the day. The attempt to reproduce the Charlottesville chaos in Boston, on Saturday, resulted only in a handful of conservatives marching for free speech, being met by about 10,000 "anti-nazi" and "anti-fascist" counter demonstrators. The police did their job, keeping the two sides separated (not as in Charlottesville), but there were 33 arrests of violent "antifa" and "Black Lives Matter" militants who challenged the police. Boston Police Commissioner William Evans said there were three categories on the street: "Those who came out for the rally, those who came to protest it, and those who wanted to start some trouble."

Former UN Ambassador and civil rights leader Andrew Young cut through the maze of lies in an NBC interview Sunday:"Most of the issues that we're dealing with now are related to poverty. But we still want to put everything in a racial context," Amb. Young said.

"The reason I feel uncomfortable condemning the Klan types is, they are almost the poorest of the poor. They are the forgotten Americans. And, they have been used and abused and neglected. Instead of giving them affordable health care, they give them black lung jobs.... Our job [in the Civil Rights Movement] was not to put down white people. Our job was to lift everybody up together, so that we would learn to live together as brothers and sisters rather than perish together as fools."

Helga Zepp-LaRouche agreed that Amb. Young had identified the problem, but insisted that he, and all well-meaning people, must also identify the solution, to bring about the development and the job creation he calls for in the only way possible — to join with the LaRouche movement effort to get President Trump to proceed with his intention to join in the Belt and Road Initiative created by China, now, and implement LaRouche's Four Laws — Glass Steagall, National Banking, Hamiltonian federal credit creation, and a science policy centered on crash programs for space exploration and fusion power. There are increasing numbers of Democrats who reject Russia-gate, who reject the controlled "gang-counter gang" push for civil war, and who will join with Trump supporters to demand such real development as the only solution. This is the time for action.

At Joint Press Conference With Obama, Xi Extends Invitation to US to Join New Silk Road | LaRouchePAC



Much hype is being made in the press and by the U.S delegation about the
agreement signed on climate change. In the Climate Change Agreement,
China commits to bring its use of "non-fossil fuels" by 2030 to around
20%. The U.S. promises to reduce CO2 gas emissions by 2028 to below 2005
levels. While the U.S. was pushing such a climate change agreement as
the only real area of cooperation they have had with China for which
they wanted some "deliverable agreement," and China, for its own
reasons, went along with it, it should be noted that "non-fossil fuels,"
in the Chinese view also includes nuclear energy, which, of course, the
U.S. side never mentions. China additionally wants to bring down the
pollution caused by fossil fuels in China, but the agreements reached
with the U.S. are not binding. And, judging from the reaction of a
Republican-dominated U.S. Congress, the indicated cuts may be prove well
beyond the ability of the lame-duck President to deliver. 

Creativity and China

Harlem NY can groove on China and on water.  Before all those Western US people have to migrate here.

China is sparking creativity, with its program to mine the Moon for Helium-3 for fusion power.  We can have a future we can have progress.  We need China to help the United States.  The Western US is doomed to drought and not enough water unless we set up for desalination, for water from Alaska, to create water.  China is the center of the BRICS countries- Brazil, Russia, India, China, South Africa, with new credit, a new financial system for rebuilding the world.

Kejishun (Science and Technology Report) published a brief report on the lunar program headlined "Helium-3 on the Moon Can Provide Mankind's Energy Needs for the Next 10,000 Years."
Also over the weekend, Izvestia received and published portions of a leaked copy of the draft new ten year plan from the Russia Federal Space Program covering the period from 2016-2025. The document reported that Roscosmos will be developing the key elements of a Moon base and will begin construction of proto-types of all of the modules in Russia in 2018.

Harlem Loves Nukes

Jan. 15, India's Prime Minister Manmohan Singh laid the foundation stone for the country's largest nuclear power plant, at Gorakhpur village in the Fatehabad district of Haryana. The plant's first two units of indigenous nuclear reactors, developed by the Nuclear Power Corporation of India Ltd (NPCIL), will produce 1400 MW. Two additional reactors of 700 MW capacity each at the same site will receive approval in the 13th plan period (2017-2021), by which time, the first two units will be operational. The actual construction work will begin in June 2015, after which, it may take five and a half years for the first unit to be ready and another six months for the second unit. Both units are likely to produce commercial electricity by 2020-21. The 2800 MW nuclear power plant in Haryana is to be followed by two more 2800 MW nuclear power units, at Bhimpur in Madhya Pradesh and Mahi Banswara in Rajasthan. In addition, a 1400 MW unit will be built at Chutka in Madhya Pradesh.
While laying the foundation stone of the $4 billion project, the Prime Minister said that the people of Haryana have set an example by adopting such an advanced method of power generation. A total of around 1,500 acres of land in the villages of Gorakhpur, Kajalheri, and Badopal, in the district Fatehabad, have been acquired for the project and $120 million has been paid to 847 families of these villages as compensation.
The agreement reached with the people in acquiring the land, is considered a welcome respite amidst recent rounds of opposition, orchestrated by various anti-nuclear forces, that New Delhi faced in obtaining land for installations of nuclear power plants.
During the construction stage, a maximum of 8,000 persons (when construction of Stage-I will be nearing completion and construction of Stage-II will be started) will be deployed; and up to the final stage of the project about, 1,700 workers will be required (covering technical and general administration).
