Hi Tech, China and Putin
Putin's trip to China was about international cooperation that has effects on the United States too. The $800 billion of China's dollar reserves can now be invested in Russia, including Siberia and the Far East. This even includes an unmanned mission to Mars, jointly by Russia and China.
