If you check the Federalist Papers, a key reason from Alexander Hamilton for the strong Federal Government and the US Constitution was that the Federal Gov't would take over the state debts from the Rev. War, and the Feds would be able to issue credit for new infrastructure projects, and be better able to finance the debts. That is where we stand today.  If the states are allowed to go bankrupt the USA will be in a weaker position than the already wretched European Union under the Euro banker dictatorship of London UK's Inter-Alpha banking group.
